This paper introduces the Association for Progressive Communications (APC) Women’s Program, its approach to, and practice of evaluation, and shares some experiences and lessons learned applying the Information and Communication Technology (ICT) Audit Framework, an evaluation tool to learn more about the role and impact of ICTs on development projects. Conclusions drawn from this experience point to the need for evaluation frameworks that consider broader issues such as gender, race, ethnicity and class. In developing such frameworks, the paper looks at some gender analysis methods and tools, probing questions, and criterion as preliminary steps in developing tools to assist practitioners in evaluating the role and use of ICTs from a gender perspective.
