Crisis and Need: Information and Communication Technology in Development Initiatives Runs through a Paradox

The paper calls for a shift in national and global policies in order to respond to the growing digital divide within countries and among developed and developing countries. While there is a great potential for ICTs to improve people's lives, existing paradigms restrict this potential. The author cites the gender digital divide as one of the areas that need to be dealt with.
